would further assist with technical advice the
Financial Secretary to the Government. The
Financial Secretary to Government would be the
Governor's Chief Financial Adviser with the
seat in the Executive and Legislative Councils
at present held ex-officio by the Treasurer.
The result of such a system would be,
I should imagine, that for the Hong Kong post
of Treasurer with a salary of the size now to be
offered with the post of Deputy Director we should
be likely to get some man like a Deputy Treasurer
in another Colony who would be going on to a larger
Treasurership later. That wouldanyhow be the sort
we want rather than the older man who would
serve out his time in the Hong Kong post, and
possibly in the course of it fail to work
satisfactorily with the Financial Secretary to
Government.
I
that it will be necessary
to decide on this matter of the Deputy Treasurer's
future before going on with the selection of
an officer for the vacancy, and I suggest that
we need not consider the selection of a Chief
Accountant until the Governor can obtain the
considered opinion of the new treasurer on
Mr Messer's retirement.
